Economic Citizenship Montenegro – Passport Through Investment

As a property buyer: To buy a property in projects approved by the Government 

  • 450,000 EUR in the project in the seaside, or
  • 250,000 EUR in the development project in the highlands. 

The Government has not yet declared which projects are included in the program. 

As an investor: To invest in the development project 

On the seaside:

  • minimum €15 million investment
  • at least 60 accommodation units
  • 5* rating
  • employment of a minimum of 80 people

Central and northern region:

  • minimum €5 million investment
  • at least 35 accommodation units
  • 4* + rating
  • employment of a minimum of 80 people

Apart from the above stated, there is a fee of € 100,000  per application. The money from this fee will be invested in a newly created fund for undeveloped regions of the country. 

For family up to four people, there is a fee of € 10,000 for each member and € 50,000 for every additional member.

The Government has already accepted three application based on investment two of which are on the north (Kolasin and Durmitor), and one on the seaside (Budva).

Citizenship agencies approved by the Government of Montenegro

For the whole duration of the Program, the Government has engaged specialized agencies to manage the project. For managing clients’ applications, there are three Government partners: Henley & Partners, (Switzerland), Apex Capital Partners (Montenegro) and Arton Group (Austria). For international eligibility, the Government hired Exiger (Canada) S-RM Intelligence and Risk Consulting (Great Britain).
